A.  Background

The Bishops of Dipolog, Ozamiz, Pagadian, Iligan and Marawi which constitute the ecclesiastical province of Ozamiz, meet regularly every other month to discus the different apostolates.

This is the basis of what is now popularly known throughout the area and acknowledged by the Bishops of Mindanao-Sulu, and even by the rest of the Bishops of the Philippines, as the DOPIM Reality.

The word DOPIM is an acronym taken from the first letter of the five ecclesiastical jurisdictions: Dipolog, Ozamiz, Pagadian, Iligan and Marawi.

The Holy See gave its recognition of this theological reality by canonically constituting it as a distinct ecclesiastical province twenty-five years ago, on January 24, 1983.  Ozamiz was chosen as the seat of the Metropolitan not becauue it is the richest or largest but because it is geographically at the center of the territory of the ecclesiastical province.

The DOPIM Bishops are aware of developments in the bigger ecclesiastical groupings, like the Mindanao-Sulu Pastoral Conference and the Catholic Bishops’ Conference of the Philippines.  Both Conferences, the former noncanonical but definitely conciliar and the other canonical, have stressed the need for constant updating and continuing formation for priests.

B.  The Five Weeks Intensive Renewal for Priests in the Philippines

The Catholic Bishops’ Conference, through the Episcopal Commission on the Clergy, have organized courses for the further formation of priests, originally for young clergy, but now modified to include all clergy. We applied for funding from you in the project proposal which your kind organization granted to us with the protocol:

The Episcopal Commission on the Clergy through the years has modified the summer programs for the intensive renewal of the Clergy. They have now organized a more or less month-long course for all priests mostly at the beginning of the year designed for updating of priests as well as to make them better managers of the temporal and pastoral works of the parishes.

C.  Sources of Funds

The source of our support for this Five Weeks Intensive Renewal for Priests has mostly come from your kind organization with counterpart from our respective jurisdictions.

The cost per participant of this course now is Philippine Pesos 40,000.  That excludes the transportation. 

D. Decision to reformulate our project proposal for the Church in Need

In our meeting today (September 16th, 2014) held at the Diocesan Pastroal Center in the Diocese of Iligan, we decided to forward to your office for your kind consideration the same project proposal for the same purpose but with some modifications.

This is mostly a reply to your letter dated August 11th, 2014, (Protocol Number MI / 1404302 / cs) in which you wrote: “We need a clear and detailed program and budget.”

The first modification is that we request that the program be extended for another five years, starting in the year 2009.

The second modification is that the program be devised for the benefit our young and also of our senior clergy, four (2) from each ecclesiastical jurisdiction, for another five (5) years for a total of ten (20) priests each year for another five years.

Finally, that for the ongoing formation of these priests we avail ourselves of the Intensive Renewal Program of the Catholic Bishops’ Conference of the Philippines held for five weeks both for young and for senior clergy.

Finally, as was approved, we commit to send 20 priests from our clergy, and if one ecclesiastical jurisdiction would not be able to send four, the slot or slots for that year would be offered to the other jurisdictions to be collegially decided upon.

It was also decided that in this application we have to take into account the rate of inflation which is usually at 10%  per year.  We therefore have to reformulate our application accordingly.

Specifically then we need from your kind organization the amount listed at the last column for the next five years in Philippine Pesos:

In view of what has been written above, we kindly request from your kind organization a grant, for which the priests and their respective dioceses are contributing counterparts as described, for the Continuing Formation of our Priests in DOPIM for the next five years the following amount:
