I am writing this to counteract certain false or fallacious talk that is being bruited about regarding my person.

Following is the background of Fr. Vicente Mandaya, a member of my presbyterium.

He was officially sent by me through my Consultors and signed by my Vicar General to Fr. Mendez, in-charge of the Assist Program for Priests (Annex 01)

My reason for sending him ultimately is contained in a report to the Nuncio dated October 15, 1999 (Annex 02).

I think what he has done to injure the Church of Ozamis which can be seen in Annex 03 are just symptoms of the malaise mentioned in that letter.

Since Fr. Mandaya is very slick, elusive, and evasive, it is best to recount the background (Annex 04).

This all started when Fr. Vicente Mandaya said over a radio station all kinds of bad things about me, about my priests, about my pastoral activities, using words not fit to express in polite company (Annex 05).

A summary of the same is contained in my third report to the Apostolic Nuncio, written on August 21, 1999 (Annex 06).

I imposed the penalty of interdict on Fr. Vicente Mandaya (Annex 07) which I reported to the Nuncio in my second report to him on the affair, dated June 8, 1999 (Annex 08).

As a result of that action, the Church of Ozamis started to suffer explained in a note written for the Columban Fathers in Singalong dated June 29, 1999 (Annex 09).

Around the first week of August upon the request of some people from Pangabuan Subparish I explained to them what happened in Cebuano (Annex10) Also.

On the occasion of the Proclamation of the Jubilee for the Ecclesiastical Province of Ozamis held in Iligan City on September 14, 1999, and at the suggestion of the Apostolic Nuncio who had a dialogue with some people from Pangabuan, Tangub City, I issued the lifting of the interdict nunc pro tunc (Annex 11).

This had no effect on Fr. Vicente Mandaya. The Apostolic nuncio was scheduled to come to our Festival of God the Father scheduled on November 21, 1999. On the eve of the coming of the Apostolic Nuncio, November 20, 1999, and at his suggestion, I wrote the lifting of the interdict imposed on Fr. Mandaya without any condition save only that he reintegrate himself to the Presbyterium (Annex 12).

This is the most important event in my life so I will dedicate more lines on the subject.

This lifting of the interdict was to have been read at the Mass in Tangub City scheduled for 10:00 A.M. Instead because Fr. Mandaya did not come as requested, I had to go to Pangabuan with the Apostolic Nuncio and read the lifting of the interdict there.

This I did amidst the shouting of the people. (I commented later on that it was precisely at that moment that I understood and felt in my heart what I only understood with my head about the real meaning of the Jubilee.)

The lifting of the interdict was again read at the Mass in Tangub City, as originally planned, to take the place of the usual ritual preparation for the celebration of the Mass.

The Apostolic Nuncio departed from his prepared homily and gave an extemporaneous exhortation based on the event (translation into Cebuano in Annex 13.).

I later wrote a decree lifting the interdict to make it official (Annex 14).

This had no effect on Fr. Vicente Mandaya.

The Solemn Closing of the Great Jubilee scheduled for January 5, 2001, did not push through because of an action of his, a description of which is contained in my letter to the Apostolic Nuncio (Annex 15).

On January 12 Fr. Mandaya made a demonstration with his constant companions at the compound of the Archbishop's house whilst he had a meeting with the Bishops of the Ecclesiastical Province. This again is described in my letter to the Apostolic Nuncio (Annex 16).

This is the background. For me an indication of his healing would be for him to fulfill the only condition for my lifting of the interdict: that he reintegrate himself to the Presbyterium, by asking pardon from, and verbalizing what he has done especially to, particular priests.
